Georgian Online Gaming

Online gambling is now explicitly regulated under the same Law on Lotteries, Games of Chance and Other Prize Games: any operator offering online casinos, slots or betting to Georgian players must hold a systemic-electronic gambling permit issued by the Revenue Service, and must comply with local technical, AML and KYC rules. Leading brand Adjarabet.com operates under such permits and is one of the country’s largest websites.

In the law "On Lotteries, Gambling and Other Winning Games" it is only once mentioned that games determined by this law can be conducted by internet, by telephone and through specially arranged electronic devices, only according to the requirements established by this law. Online gaming is not addressed beyond this point. Recent legislative packages have filled that gap by creating separate permits for systemic-electronic casinos, slot halls and totalizators, with annual fees that differ depending on whether the operator also runs a land-based venue.

In October 2016, the Georgian government opened a request for proposal process in order to choose a company to head its national lottery. The recipient of the 10-year deal will be allowed to run the lottery online and in brick-and-mortar retailers.
