Georgian Casino and Card Room Gaming

There are both casinos and slot halls in Georgia. The casino industry is regulated by the Ministry of Finance through the 2005 law "On Lotteries, Gambling and other Winning Games." This law placed a heavy tax burden on all casinos located in the capital of Tbilisi, and gave a tax break to casinos located in the resort regions of the country. This was done in order to combat money laundering in the capital and promote growth of the industry in conjunction with tourism.

Subsequent amendments have kept this policy direction: casinos in tourism zones such as Batumi, Gudauri and Kazbegi enjoy more favorable permit fees and local taxes than venues in Tbilisi, and new rules from 2022–2024 have raised age limits, tightened AML requirements and expanded exclusion lists to restrict problem gamblers and certain categories of citizens.
